Cases - Slovakia

Examples of why violations happen:

  • Lack of information and knowledge regarding the rules
  • Lack of administrative capacity
  • Complicated collective agreements
  • Culture of distrust
  • An expectation of lower prices

Case 1

Temporary employment agencies in Slovakia, after tightening the rules in the past, started bypassing Slovak laws by setting up mailbox companies in the Czech Republic. They took over Slovak employees. The agencies thus avoided paying the levies from the agreements, because in Czech Republic, health and social insurance is not paid from agreements on work with monthly remuneration of up to CZK 10,000.

Purpose

The purpose of the Watchdog project and the online platform is to establish active mechanisms for control and monitoring of the posted workers’ rights across the EU via cooperation, exchange of knowledge and evidence-based approach of social partners, national labour inspections and European agencies.
